| Higher education’s fundamental purpose is to advance individual and social development in ways that address underlying public needs. |
| Toward this end, colleges and universities prepare students for productive work and citizenship, provide society and the economy with essential human resources, advance and apply knowledge, and serve the public by addressing human problems and advancing human culture. |
| State coordinating and governing boards, by representing the public, play central roles in providing leadership and support for connecting institutional programs to these larger public purposes. |
